Since Porygon is a Pokemon made from data, I could see it working. Something like an experiment to see if they can make Pokemon come alive from dex entries, but something goes wrong and they accidentally choose a number that the dex they’re using doesn’t have registered—maybe one of the Water/Flying types to explain the typing—and that’s how it comes to be.
