Considering that Mallow was chosen to be the pink cure in the magical girl parody episode, I will say that the anime acknowledge her as the lead girl. She was also the one who appeared alongside Ash in the game concept arts and on the poster.
Not to mention that she was closer to Ash on the first half of SM series. I feel that Game-freak and OLM really wanted to push Ash x Mallow. Probably because they saw Mallow as the closest thing Ash could get to Skyla.
After all, Mallow can look as pretty as Skyla with minor redesign. I know that because I already drew that and the professional character designer knows this as well.
