It's kinda funny cause the name suggests it's a move Flying pokemon or Blizzard users might learn, but from it's description and animation to its feature on Avalugg suggests it's more akin to Avalanche or Icicle Crash.
Looks like it's potentially better than both - a physical variant of Blizzard mechanically speaking
