its been standard for many years that when making a textures for games, you have to do it in a higher res than the one found in the actual game, this is done cuz its a lot easier to downscale a texture than upscaling, its also more comfortable for the texture artists to do details in a higher res.
This is why you see so many "remakes" of ps3 and 360 games, they just take the original texture files and put them in since the new consoles can handle them.
the thing is, since these pokemon models were made to be future proof, I doubt they didn't make the textures high res from the begining, all the diferences you see from the old textures are things like Lines drawn on the textures being thicker on the old models, because if they kept the thin high res ones it would have looked really pixelated after downscaling.
So what I mean is, GF already has the high res textures and this shit about making them look pretty for SWSH is just PR bullshit
