You fail to realize even damage rolls by definition are tactical desicions because depending on those rolls the conditions of your win or loss may be affected by them further down the line. Even if it's something like "will this hit kill", "will this hit put them in range of a kill next turn" and how that plays into the relationship with EV spreads being unknown these are all microdesicions that all affect if you win or lose.
