This is actually one of my favorite concepts. I think that it would be an easy way for Game Freak to give the NPC's some personality by having NPC trainers swap outfits with other trainer classes if they don't want to go through the trouble of randomly generating trainers.
So, for example, you could have a Hex Maniac trainer battle but the NPC is wearing a Breeder or Cabbie outfit.
