If that one line in the extra Tohjo Falls event didn't exist, Giovanni could just be a leader of organised crime instead of a straight up megalomaniac. It would also make Ghetsis more unique in being the one villain who is actually interested in nothing more than dictatorship.
That also ties back to my earlier post of wondering what the hell is in it all for most of the villain leaders. Of the characters in OP's image, I understand Ghetsis and Faba. Ghetsis would do anything for more power, and Faba is presumably just the same Faba and not brought in from another world; he's the sort of person who likes climbing up in a hierarchy with no real regard for others, as we already saw in SM. But Lysandre? He may be a total genocidal psychopath, but he believed his goals were ultimately for the good of (the surviving members of) mankind. And the rest joining up with RR just make even less sense.
