Under any scrutiny, egg incubators are serious horseshit that needs to be regulated, because at any time Niantic can run an event that promotes "If you're lucky, you might get a differently colored arbitrarily rare sought-after creature!" and fudge the numbers with zero disclosure that they've done so.
Platform holders like Google's Play Store are supposed to regulate that lootboxes must disclose what the rates of receiving any given item or reward is, but the eggs circumvent this because you don't pay for the lootbox. You receive them freely, but instead you have to pay for the means to open lots of them in shorter periods of time; exactly what time limited events are driving players to do.

With a lootbox, the main issue is you don't know what you are getting.
If you compare it to the random element of a raid reward, you know for a fact you will have a chance to catch a given legendary Pokémon if you win the battle, but you don't know if it will be shiny or how high the IVs will be before then.
Back to the eggs though. Time limited events are designed to pressure players to hatch as many eggs as they can within the allotted time. A single incubator hatching a single egg at a time, is nothing compared to nine incubators hatching multiple eggs simultaneously for a constant intake of new eggs for more chances.
