Ghetsis pulls someone else's pokémon out of his ass so the author can do a sad ending. But aside from that, there's no real explanation as to why Reshiram turned into a stone, it just happens, which makes the sequence more questionable.
Black's demise is barely touched in BW2 at all, with the only mentions being at the start of the arc, then one with Cheren and Bianca talking about giving dexes to Lack-Two and Whi-Two because they think Black got sucked into a ball for being weak, which is not true, since he got sucker-punched in that ending; and then one midway through the story where Bianca says White suffers more for him than her, and by that point White only appeared once to show she owned a cinema company.
Way later on, White retrieves the Light Stone in a godawful sequence worth tearing apart and confronts N as to why Zekrom didn't turn into a stone like Reshiram, just so N can say he has no idea why. I'd like to say there were fans who complained about it and forced the author into that answer, but the PokeSpe fandom isn't known for criticizing the manga despite the clear flaws.
And not ever after that scene does anyone explain why Reshiram turned into a stone at all, the dragons just fuck off to parts unknown after Ghetsis is arrested.
Add this to the ending's issues from earlier and you can easily conclude that the author pulled the whole sequence out of his ass so his work could be discussed or something. It bit him in the ass and at the same time it didn't; it did because BW2 was delayed until the end of times and the story in general was handled badly, and it didn't because the fandom choose to jerk-off to a stupid hug moment.
