Plot was on the same tier as Explorers overall, and the characterization was better than most of anything before that wasn't in Sky's bonus episodes.
If anything, the game was likely just the victim of deadlines. They were probably told to get it out in Japan before XY was revealed. They wouldn't have had nearly as much time as Rescue Team, and unlike Explorers they wouldn't be able to re-use an old engine either, they had to make a new one like for Rescue Team.
