Unfezant has better Speed and Attacking stats despite not having a Mega. In it's generation, it did the job of physical attacker better than Pidgeot. Although it learns a fair bit of Flying special moves, it doesn't have the stats to make them work well. At least there is Work Up which can patch up it's Sp. Attack.

Nice meme. Not every generation can have totally powerful Pokemon with god coverage. This is one of those Pokemon.

Staraptor was overpowered for in-game playthroughs in DPPT and no other bird can compete with it until Gale Wings Talonflame was released (and even then it's a hidden ability.) The thing was a monster that also knew Close Combat. Unfezant really wants to have Acrobatics to even things out but you can't get everything. One could tank with it using Roost and Featherdance but stalling is redundant in-game in most cases.

This is an opinion. They were trying to add gender differences into a Pokemon line besides a few lines or expanded horns like other ones got before.

The same can be said about Fearow to Pidgeot. Doesn't mean it's useless. It comes early and has access to Quick Attack and Work Up early on. It has acceptable defenses to take at least one hit as it's not Purrloin fragile.
