It takes longer to get a destination using Soaring than it does using Fly, plus there's nothing to fucking do in the sky except land at some glittery spot and fight Suicune or whatever. That's it. Fly to the shining point and fight Suicune.
If there was a dungeon made of clouds like PMD's Sky Tower or if they tied soaring into Sky Pillar or something then I'd see more of the appeal
