The thing is pretty complicated. You see, bulbapedos found ot that in the dummied-out data (which means shit, as many characters are randomly named in it) she is known as "LEAF" so they called their article like that. They totally ignored the fact that rival is called "TERRY" in the same data and a lot of trainers have totally random names (not only in FR/LG, also in next games, like for example other character whose name was a mystery, Pearl/Jun/Barry). Before that, everyone refered to her (since her R/G/B unpublished design) as either Green or Blue, including other language fandoms (some in fact still do). Japanese people on Pixiv most likely followed their Japanese pedia, which was influenced by bulbapedia, as both are in the pedias alliance.
In the actual rom's name listings her name is Blue, rival is called Green (you can see this while naming him) and hero is Red. Somehow, they acknowledge that this inaccessible data is somehow more important than actual name listings. Weird logic, if you ask me. I hope everything is clear now, sorry for tl;dr
Bulbapedia is full of other errors, just check daily /vp/ threads which often shows this.
If you wish you can have Blue from games and manga (Special/Adventures) listed as different characters, but design-wise they're the same.
