when the shitty bug fighting simulator you made at the end of the game boy's console life span to sell link cables suddenly explodes in popularity you have to capitalize on the momentum and continue doing whatever works. there was no reason to branch out into fully evolved pokemon if what they had was already working to an unparalleled level of success. it sucks that we couldn't see venusaur kick ass in season 1 of pokemon anime but im not gonna pretend i don't see why they didn't go forward with evo's even they could. you do whatever makes the most money, and cute fluffy little plush dolls make the most money. this means raichu doesn't replace pikachu for the entirety of ashnime and raichu gets to remain as a fat jobber for lt surge until gen 7 where it becomes cute now that pokemon has been fucked with for well over a decade and can afford to mix things up.
