Her short also establishes that her mother is a Champion and Blossom is in dire need of proving herself and her mother that she is strong enough and ready to go on an adventure of her own.
Liko starts off as a very shy and routine-oriented person, in fact she decided to enroll to Pokemon School instead of just starting her adventure the classic way.
Ngl, this premise wouldn't be inherently bad, but in order to work out you have to put the shy character through many REAL dangers who force her to face her weaknesses and make it out alive and stronger.
If she was on a journey of her own, it would've done wonders to her character development, but if she's constantly babysat by Friede and the others then she just keeps being useless and in her comfort zone because she always has a soft pillow to fall on when things get bad.
Pokemon is just not made to have this kind of main cast population, it kills the premise of Pokemon and the one thing that made it interesting to so many kids back in the day despite how repetitive the anime was.
Even the SV anime shorts do a better job at this by having the students actually go out ON THEIR OWN to explore despite also having classes every once in a while.
The SV formula would've been perfect for an anime of this kind actually, Horizons really fucked it up by wanting to do their own thing which clearly doesn't work because it loses sight of the premise of Pokemon itself.
