>>52626142Ho-oh was actually on my first attempt from 4 years ago (as was miltank cuz 'muh female tauros') but ultimately I didn't want to include anime references or early designs. It could appear without the beasts, but it felt of without them. That, and it's part of the region's backstory, lore, the towers, etc.
