>>49962443I honestly wouldn't be surprised if Electabuzz was meant to be reptilian. For most gen 1 Pokemon, they did the sprite first and sorta had to figure out what the hell they were actually supposed to be afterward. Sugimori might have looked at it later, saw the "monkey tail" and "hair" on the arms (which may have just been spikes originally) and decided it was some kind of furry thing.
