Negative punishment works on teens because their privileges are often so linked that losing one cuts off some of the others (no car means no going to afterschool sports, etc), but to little kids it's literally doing nothing, if they get sent to their rooms they just play using their imaginations like nothing happened
We need to reintroduce positive punishments that AREN'T physical, as in adding something unpleasant to reinforce the intended behavior, those are generally the most effective with small children
