It's very possible that some people might've stayed away from the initial wave to save themselves possibly getting invested in something that'll vanish from the board/vanish altogether in a week or two like the old guilds did, and now that we've been here for over a month those people are starting to feel more comfortable joining

If the two were desperate/didn't care they'd probably hold off until they find something safer unless one of them was going to die or something. Better to play it safe until they have the energy to take on something tougher.
