>>36279161Because back in Gen 2 Gamefreak didn't try to create Pokemon for the sole purpose of being good in battle, some Pokemon like Aipom or Jumpluff were simply made to be fun and cute Pokemon to catch and use casually. The value in something like Marill is that it's cute and popular, but very rare and hard to find, not that it's retarded strong.
When you make a Pokemon just to be used in battling you get ugly shit like Lando T.
