They were always handled in the anime, and if the mascot legends did appear in movies, it was always something completely unrelated to the anime's adaptation of the game plot, see Reshiram, Zekrom, and Kyurem for instance.
But in regards to what you said about old characters returning, I can definitely see pic related being relevant again thanks to the RR plot. They won't adapt it fully, like the other team leaders coming together part, but I wouldn't put it past the anime to have Giovanni out in the field again like they did with the Meloetta arc.
