Haven't always had the same ones each game, but I've had a number that were "Pikachu tier" over the course of each. Among the non-starters were things like Jigglypuff, Pikachu, Skarmory, Vulpix, Breloom, Gible, Rotom, Joltik, even Victini and Dennis, though more as "mascots" than primary battlers (Dennis was the "Dragon Slayer", though; made sure he got to beat Kyurem each time).
