The idea was that the moveset would hint at the final evolution(Moves like Barrage, Aerial Ace, can learn Bullet Seed, etc), and it wouldn't gain the bomber traits until it fully evolved. The mid-stage was going to resemble the Seagulls from Finding Nemo, complete with Beady little eyes, before going full-blown "Holy-shit it's a bomber" in its final Albatress form.
