Once Necrozma kicked her ass and she was called out by the URS and later Lillie while you were fighting the prism... she had a wake up call that if you looked around before finishing the UB quest... you will see.
What is more is after RR, those frozen pokemon get scheduled for the thawing... something that she is allowing to happen rather than Gladion cleaning up. Kind of wished it wasn't easy to miss, but this is how story telling works in these games.
