Trump who is the town's mayor. He pretty much just tells you to help some people in the other room (he says "people" but there is only one guy needing help there) and then does nothing else, you can't even go back to talk to him after leaving the room.
Despite being that irrelevant he has a "dialogue sprite" which is something only gym leaders, rivals and major plot characters have. This and the lack of anything else mandatory in the town makes me think the devs scrapped some big questline involving him for some reason late into development, so I don't think they would restore that content. Plus updating that now would make it kinda dated.
