They don't have free will, that was the whole crutch of the moral dilemma Mewtwo was unknowingly facing and the torment these clones faced. They aren't going to submit to or lick others as to them that'd be an ATTACK. They don't know what affection is, its literally not in their DNA which is why they fought to utter exhaustion and then basically shut down. Nitpick I guess as its a kids movie but still it makes Mewtwo's clones look like just that, Clones not shocktroopers ala Star Wars.
