The "eye candy" was applied since the beginning, it´s part of why the female companion exists (Misty is just a NPC after all, didn't have any relevance for the game or series), also, the anime was never planned to last over 20 years in those days. The adventures of Ash continued, but Misty don´t aged well compared to Brock (and May & Dawn) due to her developement as character, and things like steal Ash´s Togepi, the constants abuse to Psyduck and "I do whatever I want because I´m a cute girl teehee" turned the things worse. At the arrival of Gen 3 with new innovations, the writers took the chance of renovation and decided replace Misty "to test the waters". May was well received even by the animators, and she have a progressive change through the season (from Don´t know about throw a pokeball to How deal a battle against Ash). But, then new writers came and some one old ones left eventually (that´s why you see some consistency between AG and DP), who along with the new director, decided start the cycle of "change the girls every new season". And don´t get me wrong, Dawn is a nice character, but the "eye candy" hits more hard that the previous seasons, wearing even less clothes than Misty and May...
