Placing it on Route 42 alone should ingrain it for a lot of people, being right next to Mt. Silver. Also not a Pokemon you want to fight a neutral matchup with in Gen 1, after one growth it will either outlast whatever it's fighting or leave very little left of them. And like it Seadra it's special defense drop in the split was highway robbery, and unlike Seadra evolving didn't get most of it back.
