They are good trainers (especially James) and usually win battler when isn't against the main character trio.
If there're any characters that Best Wishes made even better, it Team Rocket. Remember how they managed to successfully accomplish their mission in the start of BW and how they didn't fucket everything up in Giovanni's plan to control the genies, helping him to escape with Yamask's haze. The same goes to how they managed to break Colress control onto Meowth, something that Ash couldn't do it with Pikachu a few episodes later.
They are awesome as fuck.
