The main focus of the art is supposed to be Luchalitten. The sketches around it are supposed to be somewhat like a storyboard, which are never heavily detailed. They're not supposed to be. It's a rough layout of scenes. The character depicted is obviously Mallow with Ash-- Ash's hat isn't the same because it wasn't necessary to put that much detail in it because he probably already had his final draft sheet ready, as well as Mallow. They would reference that rather than these two teeny tiny little drawings of them next to the subject, Luchalitten. This is why Ash doesn't have any stripes on his shirt, either; it would make the scene too busy when the focus should be on the character the draft is being made of.
Mallow is wearing the outfit she is seen in in her final artwork. It's just not heavily detailed because it wasn't necessary to do so. Ash is wearing the same outfit and isn't heavily detailed for the same reason.
