OP, here's your (You). They're not going to waste their time making alternate forms for Pokemon that are basically cosmetic changes temporarily for battle. The system would be way to complicated if EVERY Pokemon can change types but only certain ones have a new form. What the fuck kind of sense does that make?
Type changing is the weirdest shit that caught on because someone saw all the types in the plaza. A far more likely explanation is that its simply a nice decoration in the main town. (Although, personally i like the idea that the game will have you as a school kid taking your "exams" there which take the place of gym battles)
Try harder next time.
