If it was after the events of G/S/C then they'd know that Red Gyarados had either been caught or defeated by the PC. So I'd say the report'd fit canonically around the time you first rock up to Lake of Rage in G/S/C. Bare in mind they were likely considering HG/SS at some point already so subtle nods to it were likely included just in case the remakes did get made.
