Given what we know (very little) of Z-A so far, Legends seems to be using Legendaries/Mythicals, grouped as they often are, as the centerpiece of a more experimental game than the core series allows for marketing appeal for normalfags whilst letting directors besides the norm showcase their potential (unless they're all directed by Iwao kek), with Arceus being Monster Hunter open zones to make one of the first Pokedex' via action checklist with FFX-style CTB, and Z-A seems to be almost GTA-like within a focused and redesigned Lumiose city during redevelopment, either in the past into its modern incarnation, or further advancing it in the future.
The Legends title is used for 'legends', ergo legendary or significant stories about 'legends', ergo powerful and mysterious Pokemon, using them as an excuse to explore unknown lore or follow an unused concept, like the Arceus event missing due to the Azure flute being unreleased, or Kalos never getting the sister title it desperately needed as much as if not even more than Sinnoh did.
If anything, the goodwill and changes made for Arceus has made Legends the more desirable subseries mere days after launch and remembered well even now, hence why they're making a second one so soon while stuff like Let's Go! is nowhere to be seen.
It's a good formula for them that recurring fans like from them external of 'just being Pokemon' for once, so they'd be wise to keep trying new stuff with different regions and stories and keep the new series going (especially since they seem to be giving it some time this go around, likely 3.5 years instead of 2.5-3 as usual, if not the full 4 and releasing this as their holiday game.
