Looking at this gen alone, people were complaining about how Gamefreak would shoehorn in pokemon for absolutely no reason other than the fact that they had to be there.
Each game already handpicks the pokemon they want to show up in the wild, against trainers, as NPCs to gawk at, as gifts/ events, or in-gae tradeables, but for the game, overall, the national pokedex being there or not never alleviates the other issues a Pokemon game would have.
If Pokemon Sword and Shield end up being bad, it's not because every Pokemon weren't immediately available to be transferred, it will be because they screwed up the story, had an issue with the core gameplay, or lacked a post game or something to do after beating the champ.
Arguably "lack of a post game" is tied to needing a "national pokedex", but catching them all would still entail completing the Galar pokedex, and you still had to have caught them all in older games for them to even be on Home, so if you were truly trying to catch them all like people are under the pretense of complaining about, Home/Bank were always the main source for that.
I think people focused too much on "balance" in terms of a metagame, but every game has had the effort of balancing new and old pokemon, the exception being Black and White.
