Cement docks appear to be a thing. Maybe (as part of canon) there used to be one major port for shipping, and the port was situated so the water was on one side and the cliff to the other. At the very end of the docks, going towards inland, there was a sewer exit that was connected to the docks for access when necessary (so not as a destination for everyone to walk past, more for sewage maintenance) that became a living spot for hobos. It stays largely hidden now due to the stairs, but people still use it if they are homeless.
I've edited the map, added grey as the port/ridge. Does this make sense or am I missing it?
