As for interaction, it's more about planning and counterplanning. Preventative measures (like Bursting Balloon) and impending threats (like Lysandre/Guzma). Forcing hard choices and playing mind games.
Though back in BW there were some cards that worked like mtg Counter instants, or maybe closer to Yu-Gi-Oh traps except played from hand. Pic related.
Honestly, other than variations of countering/negation I don't even know what you would do on an opponent's turn.
And it feels way more tactical to manipulate things so they're afraid of repercussions rather than to just say "nuh-uh."
