Ability: Tight Grip - All moves gain +1 Priority while using attacks like Bind or Wrap.
Hidden Ability: Protective Armor - The user becomes living armor for their target whenever they use Bind or Wrap.

Basically, a fairy/ghost Pokemon who tries to hug people, and subsequently chokes them to death.
The Hidden Ability works like this: Imagine Clingmono wrapping itself around its target, and splitting all damage received 50/50. The target would also be unable to receive direct damage and would be slowed, but they'd still be able to attack. Obviously, Clingmono would be unable to use any moves for the duration of wrap/bind.
What we're left with is a niche kind of Pokemon like Wobbuffet who can trap a Pokemon of their choice in the battlefield while dealing damage directly and indirectly while forcing the opponent to attack themself. It would probably see most of its use in double battles. Their signature moves would be Bind/Wrap, or maybe even a new move could be invented entirely for this evolution line.
