There's a NPC who says that Alexa (tour guide lady) was stronger than Viola, and she's actually given some Pokemon in the anime, for whatever that's worth. Maybe she could be a possible candidate?
Alternatively, Alexa takes her place as the first gym leader as Viola goes and becomes champion. It'd be a nice twist on the "gym leader becomes champion" formula and a Bug-type champion would be pretty cool, maybe something like Mega Pinsir/Scizor/Galvantula/Volcarona/Masquerain/Speed Boost Scolipede.
Though, what I'd really like would be for Serena/Calem to be the champion. Seriously, it's the redemption they need after their embarrassing performance in X/Y.
