Its the ice type and the piss poor special defence, sure most of its weaknesses are generally physical but that's the thing, its weaknesses. Its not like the physical Blissey because Blissey has the one weakness and an immunity, whereas Avalugg has 4 weaknesses and one resistance in Ice, its own type. Considering what its got going for it, i'm surprised its so low.
