IMO it's association with Z-energy that defines UB status. For the "true" UBs they absorb and store it far better than regular Pokemon, which is what gives them Beast Boost and that sound in their cries. So Necrozma is an odd case where it is the source of Z-Power but at the same time wasn't evolutionarily affected by it. Cosmog family is closer to true UBs because they have adapted manipulation of Z-energy to their life cycle.
We can see the special relationship between UBs and Z-energy in the concept art, which shows that Nihilego's transformation in SM was caused by Lusamine's Z-Crystals. In hindsight, we now know why Z-Nihilego took on a similar coloration of Necrozma.
