Yes generally even in the anime any character can be drawn different in each scene but generally they try to stick to a certain look. And I'm pretty sure every Pokemon was changed in Pokken since they wanted to go with a fighting game aesthetic. Banda Namco also developed New Pokemon Snap, as well as Pokken, and Gardevoir doesn't look like it does in Pokken. This to me reads like special pleading despite the mount of evidence against it. It's ok to prefer how it looks in Pokken but it's pretty rash to declare that's how the species is suppose to look like.
