I'm not Dr. Science, so take what I say with a grain of salt, but I'd wager that that ball increases aggressive hormones and neurologically incentivizes belligerent behaviors, leaving Pokemon susceptible to suggestions that align with that.
Psychology is weird though, and the mind is more confusing than anything else. There's room for error. As such. that ball is fairly prone to error.
The ball can be destroyed, yes, but besides that, Pokemon caught with it can actively reject its grasp on them, as seen in the movie (or so says Wikipedia; I don't remember these things).
This is likely because, on a deeper level, Pokemon incentivize themselves against the actions they're told to do.
It stands to reason then that Pokemon more cognitively stimulated or with stronger personal bonds or ideals would fair better at resisting such a device.
