OP hit the nail on the head, just a few issues too many. Only thing that could be worse is if there was some mystical way to evolve Relicanth.
I think naming gen3 Pokemon isn't entirely fair though - whereas in other gens these rarities seem like mistakes and oversights, gen3 seems more like they were attempting to make puzzles more than anything.

Self-evident, although not a perfect fit as I knew my share of autists with two DS' they kept resetting their games to get this. But I've never seen one used in a casual playthrough for obvious reasons.
I fall off here as anything post gen 4 I've only beaten once.
