Scizor is a bug/steel type and when fused with a water type blastoise it can result in either a steel/water or a water/bug combo. You can see a similar thing going on with a scizor-charizard fusion, except charizard's flying type is absent from all the combinations for some reason. The logic doesn't seem to be consistent.
