ORAS is out, and Gen 7 is still a few years away, but Nintendo, looking to repeat the success of Hyrule Warriors, has decided to let another third-party developer take a crack at using a Nintendo franchise. They're allowed to make any kind of game they want.
The franchise? Pokemon.
The developers, not content to make some crappy non-canon spinoff, want to try making a main series Pokemon game, with the intention of it being fully compatible with all existing Pokemon games (meaning you can trade with ORAS and XY). Because of this, the Pokemon they create will go into the National Pokedex of Gen 7. If they've got a franchise of their own, they're also allowed to include their own characters as Gym Leaders, villains, or whatever the hell they want.
