You can't tell me that people are so discerning that they need THREE tiers below the megatier in order to get across the differences in viability, but they can't clearly delineate between any of the pokemon IN the megatier.
Do ordered or even roughly-ordered tiers if the idea of having absol and blissey in the same tier is offensive to you or something, but don't make the middle tier smaller than the fucking upper tier.
