I think the general lack of polish is due to them legitimately not having enough time/manpower due to poor team management. They already had a stupid small production window for a game this size of just 2 years.
Then some jackass at the top decided "Hey, let's not hire more people and split our team into doing LGPE and Town!" putting even more stress on S/S.
The game isn't polished, but the things that are there and have been made new have tons of clear love put into them. The new pokemon so far have been really good, the towns and cities have a lot of character, the cutscene work is the best the series has ever had, etc.
What they put effort into, you can see signs of effort, skill and care. I'm pretty sure the problem is that they didn't have the resources to spread that effort throughout the game.
