I can't think of a starter that has been as screwed as Pidgeot. Yeah some pokemon still aren't good in the 1st gen (unfair Gamefreak has been to Wigglytuff as well) but at least they have a nice ability

To make up for the drop in shit like Hurricane, Heat Wave, Hidden power. HP being buffed just a little bit doesn't make Pidgeot more durable than the other bully ones already but makes it mean something when compared to some.

Mach 2 flying bird & it only has quick attack. Base 80 only lets it hit as hard as Dragonite's btw, only Pidgeot can't boost as easily.

yeah this helps more than just pidgeot, but it really should. Extreme winds can happen in any weather, ever hear of fire tornadoes?

Priority hurricane, air slash, and a bunch of other flying moves (feather dance, defog, tailwind) would help make it be a fun choice over Talonflame w/o making Talon weaker (Talon is faster, has more status immunity, a better 2nd stab to work with, has tailwind as well).

Yeah another general buff, but really Pidgeot would be the only one to really abuse it. Pidgeot's immunities to ghost and ground could really come into play here. Gengar wouldn't like a stab shadow ball thrown at him even with base 80 power being backed with a life orb.
