Bisharp is a reclusive guy. He believes his sharp edges and mean look makes him an inherent threat to the others. Others fear him, but deep down he's a big ol' softy and fiercely loyal. But Gardevoir is able to see through all of that, and him for the kind of guy he truly is. But Bisharp is a bit put off by this. He expects everyone to avoid him but Gardevoir doesn't so he doesn't know how to act when someone shows genuine affection. So he ends up coming off as a bit awkward and a bit goofy. Which Gardevoir finds endearing. The contrast between his tough and sharp exterior and her soft and fragile skin may seem like a mismatch. Bisharp is afraid of hurting her, but one embrace from Gardevoir and he sees he's not as untouchable as he thinks he is. He sees he's also deserving of love too.
I'm not saying all of this because it reminds me a bit myself. :')
