Thundershock / Rock Slide / Superpower deals with a majority of things, and lets you spam charge moves whilst tanking the occasional fast move with its pure steel typing and good bulk. It's surprisingly effective despite its lack of STAB moves.
It's one of the easiest Pokémon to get to level 50 thanks to how generous the Mystery Box is with spawns and candy XL. Mega evolve a Steelix or Scizor to rake in the bonus candies + XP, and even better, Meltan has a 0% flee rate, so don't be afraid to use Poké Balls alone.
Meltan's 400 candy evolution requirement initially seems high, but you can reach this quickly without using pinap berries.
The only requirement is that you set up a Pokémon Home account that you can send unwanted Pokémon to. After using the mystery box, there's a three day wait until you can recharge, then re-use it.
If you have it, Lucario is also a top pick. Power Up Punch spam is OP in Go Rocket battles, it eats through shields, delays damage, beefs up your attacker until it switches out or gets knocked out.
If you started playing recently enough, Dragonite is a very solid choice for Go Rocket battles too. Forget Draco Meteor, but a combination of Dragon Claw + Outrage or Superpower will take you far.
Also, if you have Mega Beedrill, it's worth taking advantage of it. It's a readily accessible, high DPS attacker. No clue if it's effective in Go Rocket battles though, but obviously Mewtwo will make mince-meat of it.
That's a point, remember to have a Psychic type Mega Evolution running before you catch Shadow Mewtwo, so you can enjoy a little extra candy. I evolved my Mega Latios, but I appreciate you probably don't have that.
